Our health services include family health, gynecology, pediatrics, behavioral health, and dental health. By offering a variety of services from our convenient locations, you can get the health care you need all in one place!

Housing Assistance

If you need your housing counseling certificate, help with budget management, guidance on a foreclosure, or down payment & closing cost assistance, we can help! See our housing programs listed under our Community Services tab for more details about these programs.

Victim/Child Advocacy

 Our emergency services provide financial assistance as well as information to help individuals obtain self-sufficiency through utility assistance, domestic violence services, child abuse/neglect services. Supportive Services

Through our income management programs, we can provide tax assistance through our VITA program, education to be financially healthy, and case management to those who qualify and may need a number of our services to get back on the right track.

CHANGE, Inc. is a community action agency that serves northern West Virginia (Hancock, Brooke, Ohio, and Marshall Counties) and Jefferson County, Ohio as well as surrounding communities providing various programs and services to those in need.

History of CHANGE, Inc.

Our History

CHANGE, Inc. (Christians Helping Arrange New Growth Enterprises) Community Action Agency was formed in 1983 by a handful of clergy members who wished to aid families affected by layoffs from Weirton Steel find new employment. Since that time, we have grown into a full-circle agency, addressing many of the needs of the economically disadvantaged. With over 30 years of operation, the belief of empowering families is still strong within the agency.

What is Community Action?

The concept of “community action” was originally conceived as part of the War on Poverty Program launched by the Economic Opportunity Act of 1964. Community Action objectives focused on enabling people to achieve self-sufficiency and providing them with the resources to achieve that goal, and the concept of community action, people working together to help people, became widely known throughout the Northern Panhandle. As the concept grew, additional services were developed and interest continued to grow in the community.

Introducing Our New CEO

CHANGE, Inc., is pleased to announce the confirmation of Lisa Mowry as CEO. Mowry will guide the organization in its continued mission to build partnerships, consolidate resources, and integrate services to empower families to overcome the causes of poverty and live healthy lives.  

An experienced leader, Mowry will succeed Judy Raveaux assuming responsibilities on January 1, 2022. After 39 years with CHANGE, Inc., Raveaux has retired.

After obtaining a Bachelor of Science in Business Administration from West Liberty University in 2002, Mowry joined CHANGE, Inc. in March 2004 as Development Coordinator. For the next 14 years, Lisa secured over 350 grants, totaling more than $35 million in funding from foundations, corporations, state and federal sources to support the growth of CHANGE, Inc.’s 30 plus programs, including working alongside Raveaux and other management to obtain the HRSA 330 grant.

In 2018, Mowry accepted the position of Compliance Manager, overseeing the Risk Management, Compliance, HIPAA, and 340B Programs, as well as becoming the Manager of the Customer Resource Coordinators. Lisa is a Certified Results Oriented Management and Accountability (ROMA) Implementer and Certified Community Action Professional (CCAP), spending the past 18 years working as an organization leader, and is excited to lead CHANGE, Inc. into the future.

Board of Directors

Board members must represent the Public, Private and Low-Income sectors. The open seat is in the Low-Income Sector. We are giving preference to applicants that are patients of Family Medical Care and represent one of our minority populations. 

  • Public Members, are those who are public officials or appointed by public officials.
  • Low-Income Members, are those who are considered low-income (living under 200% of the federal poverty line), live in a low-income designated area, represent a low-income neighborhood or population, or have been elected by an agency serving a low-income population, such as PTA, faith-based group, policy council or general election to represent a low-income neighborhood or population.
  • Private Members, represent the community and demonstrate expertise in fiscal management, social service or other business areas.
  • At Least 51% of members must be patients served by Family Medical Care. (Or the parent of a patient). Board Members must represent the population served by the agency in factors such as race, ethnicity, gender and economic status.

Time Commitment:

  • Each Board Member is elected by the Board, and remains on the Board until resignation. 
  • Each Board Member is expected to regularly attend 12 general board meetings a year.
  • Meetings are scheduled for the first Monday of every month at 11:30 AM.
