Kelvin earned his Bachelor of Arts in Criminal Justice from Grambling State University in 2005 before earning his Juris Doctor from Southern University Law Center in 2009. He began his legal career as a judicial law clerk before serving as an Assistant District Attorney in Caddo Parish, Louisiana. During more than five years with the District Attorney’s Office, he prosecuted a wide range of criminal offenses, including DWI cases. This experience provides him with firsthand knowledge of the strategies prosecutors may use when pursuing DWI charges.


After working as a prosecutor, Kelvin founded The Rodgers Law Firm in 2016 and later expanded his legal practice into Texas after being admitted to the Texas State Bar in 2020. He is licensed to practice law in both Texas and Louisiana.
